whether（是否）和if（是否）引导的条件状语从句，都是是否的意思，大部分可以互换，就是用哪个也可以，但是有四种情况是只用whether，不用if，第一种就是从句中有or not的情况，只能用whether，第二种情况有介词的时候，只能用whether，第三种情况当从句开头时，也只能用whether，不用if，第四种情况从接不定式的时候，也只能whether，不用if。
not 引导的宾语从句 [为可省略部分
I do not know whether telling the turth [or not].
I forgot whether I had returned the money to him [or not].
I cannot dicide whether to go or not.
whether or not可以构成主语从句的一部分
比如Whether or not he realised the fact was neither here nor there.他是否认识到事实真相无关紧要。Whether or not he realised the fact 是主语从句
whether or not 引导的是名词性从句和让步状语从句。
例：
The question arises as to whether or not he knew of the situation.
问题是，他对局势是否了解。
We're debating whether or not to go skiing this winter.我们盘算着今年冬天是否去滑雪。
It remains to be seen whether or not this idea can be put into practice.这一想法能否付诸实践还有待于观察。
Whether or not we're successful， we can be sure that we did our best.不管成功与否，我们确已尽了最大努力。
